Why are there a bunch of random people just hanging out in seemingly the middle of nowhere lol

Basically it’s something like the children of noncitizens owe allegiance to the country of their parents, so they don’t count. The bit they’re trying to use is what prevents e.g. children of diplomats from gaining citizenship.
